Why is my older MacBook Pro not able to be upgraded to the newest version of OS?
The pop up message says it isn't able to, but no explanation why.

Because it doesn’t meet the minimum hardware requirements for later versions of macOS.

It is mostly because Apple decided so.
It may be you don’t have some new hardware that is needed by the new OS.
