Already opened (full screen) Apps will not appear when you click the icon on the dock. why ?

I found the issue !!

Go to Settings > Desktop & Dock and scroll until you see the Mission Control subsection. There you will see a setting called When switching to an application, switch to a Space with open windows for the application. if it is turned off, you will have this issue.

Turning on this toggle will solve this!
