How to activate Touch ID on keyboard?

My problem is that "Touch ID" does not even show up in the list of options in System Settings after I activate the button according to instructions when I purchased my new keypad yesterday. I am running OS 13.4.1 on a Mac (just ran an OS update). My Mac is from 2019 and my Touch ID keyboard is brand new (Jul]y 2023). I tried rebooting twice and it did not work. Please help?

Contributor @jefferythefrog is very correct about Apple Silicon Computers are required

Also the other contributors suggestion to return it under the 14 Day No Questioned asked should work out well.
