iCloud Age Restrictions not changing

My friend got a new iPad recently after never owning an Apple product. She set up her iPad and iCloud and set her birthday, she is 23. However when she tried downloading and signing into apps, she couldn’t because that app required to allow tracking and she can’t toggle tracking on in settings because it says she does not meet the age requirements. I am also 23 and had an iCloud account for years and have faced no such issue.
