Chiming

My Apple Watch chims while charging. I restarted it but it keeps doing it.

Chiming is usually an indication that the watch has recognised the charger input, and charging has started. If it is happening repeatedly the most likely suspect is an interrupted or inadequate power supply for charging, or maybe a damaged charging cable. Please see Apple's advice in:

Don't forget to check the easy things, like charging cable fully plugged into the power adapter, power adapter into the wall socket. Oh... and make sure the back of the watch is cleaned, How to clean your Apple Watch - Apple Support
