Can I recover some photos I deleted from my iPhone over a year ago without losing everything new on my iPhone since then? I saw warnings that if I recover the backup from those dates on iCloud, I'll lose everything new since that date.

Do you really have iCloud backups dated over a year ago? I don't use iCloud for my backups and know when I backup my iPhone to my iMac it just replaces the last backup so there's only one, the most recent.
if you do have an old backup that ould have those deleted photos you would lose everything since upon recovery.

iCloud does't save anything until you do a backup to the iCloud. It has nothing do to with your day to day deletions.
If you have iCloud Library enabled then the deleted photos are kept in the iCloud Library for 30 days only. After that they are deleted and gone for good.
I just assumed the cloud saved everything you deleted. Do you know that it doesn't?
