Resetting an Apple Watch:

You would do so on the Apple Watch itself:

Go Here: Unpair and Erase your Apple Watch - Apple Support
Scroll to: "How to erase your Apple Watch if you don't have your iPhone"

Steps to do so:

Tap: Settings
Tap: General
Tap: Reset
Tap: Erase All Content and Settings.
