Sharing & Permissions stuck on fetching...

I'm trying to access the documents folder from an external mac backup drive (my old mac that died) onto my new imac running Ventura 13.2.1. I have copied the file onto the desktop and when I try to open, it says I don't have access. When I try to change the access in the doc info window it is stuck on fetching...

Can anyone please help me gain access to the files in that folder which I need.

iMac 24″, macOS 13.2

Fetching… means it can't find a user associated with the files.

Instead of just copying them, hold down Option key and from the Time Machine menu choose Browse Other Backup Disks.

Use that to restore the files to your new Mac. Since you have a different user ID for the new Mac, you may run into problems restoring those. If so, we can try some other things.

Migrating the old user from the backup would have been a better option.

Files I was able to previously open have a red dot with a minus in the middle. I cannot open those files or put them where they belong. How to get rid of the dot and open my files I made.

What does get info say about the permissions on the file and on the enclosing folder?

what did you do between the time you had access and now?
