My Repair status shows (Repair complete)

You won't know whether your original phone was repaired or a replacement was sent until you receive the phone.

For example, I sent in my wife's iPad for repair to Apple and received notice similar to your that repairs had been completed. We received a replacement refurbished iPad.

It means Apple has decided how to remedy your issue and has implemented that remedy.

Not enough details for us to be able to answer, since Repair Complete can apply to a repaired phone or a replacement phone.
