My iPod touch is stuck with an image of a USB plug with an arrow to iTunes.

My Ipod Is Dispplaying a USB and a arrow Pointing to a CD with a Blue music Note With ITunes Under it I have no Idea What the Gen is but all of the above mentioned only happens when it is in an outlet and when i connect it to my Macbook it Does not Boot up

This means that your iPod touch is having a memory issue of some sort, and needs to be plugged into iTunes, iTunes is built into MacOS and can be downloaded for free from the Apple website on Windows, It is best that any music and videos is backed up on iTunes, and the iPod is restored, and after you restore it you sync your existing iTunes library with the iPod.
