Can't access Purchase Sharing

I'm trying to activate Purchase Sharing. I have already turned on Family Sharing.

But when I go to Purchase Sharing, I click on "Set Up Purchase Sharing" and this panel pops out

the loading symbol spins for about 25 seconds, and then the panel just goes away, no message of any kind.

Any idea why this isn't working?
