You can likely crop / edit the pictures in the Photos app before you import (or re-import) them into iMovie:

Take and edit photos on your iPhone, iPad, and iPod touch - Apple Support

You can do some things in iMovie:

Eg:

Manage media imported to iMovie on iPad - Apple Support

Edit clips in Magic Movies and storyboard projects in iMovie on iPad - Apple Support

The clips app is also available (Requires iPadOS 16.0 or later.) / is a free download for iPad:

This forum is mostly for iMovie for Mac. You might try posting your question on the iPad or iPhone forum.

I am not too familiar with iMovie for iOS. Just opening it now and I don't see any crop controls like there are for iMovie for Mac You may need to do the cropping in the Photos app and then import the pics.
