iCloud and iPhone storage issue

Hello! I have 2TB on my icloud and it’s not full yet, but 41GB of my photos take up space on my phone. The main issue is that whenever i delete something, let’s say 5GB, i won’t have the 5GB freed up from my phone, but taken up by my photos. How should i clean my storage if it doesn’t matter what and how much i delete, my photos will take up the free space till my phone is full again. I checked it, it is supposed to be connected to iCloud, and my photos are synced there but still about 20% of them take up space on my phone. I’ve been having several issues due to my phone being full. I have deleted apps, but whenever i delete something, my photos take up its space. Please help me find a solution for photos using phone storage instead of iCloud. If it was like 10GB I’d be okay with it, but 40GB is a bit too much. Thank you for your help!! Have a nice day!

I recently turned on icloud photos.

I have 90GB photos and videos in icloud and it downloaded 3GB of media thumbnails on the phone.

If you backup the phone (icloud photos will not backup), erase all content and settings (full phone wipe) then restore the backup, the photos and videos will take a few nights (on charge and wifi) to download only thumbnails. That is as optimised as it gets.
