I can’t find my recently deleted album, but I never deleted the album and it hasn’t been there since I got the phone. The phone just never came with a recently deleted album. Anyone know if it’s somewhere else beside the photo app or it’s just gone?

If you don't even have the header "Utilities" at the bottom of the scrolling list below the header "Media Types", maybe you are in the "My Albums" subview of "Albums". Look for "<Albums" at the top left and click that to get back to the main "Albums" view before scrolling to the bottom for "Utilities" and "Recently Deleted".
Where are you looking? In iOS 16.6, Recently Deleted should appear at the bottom of the Utilities section of the Albums tab of Photos if you have deleted any photos or videos recently (and have not removed them from Recently Deleted).
Have you deleted any photos or videos recently? The album won't be visible if it is empty.

Yes, I did, but I realized that I didn’t have a recently deleted album after that.
I do have stuff in recently deleted, and I am checking in the photo app for it but I will look for utilities
I never knew that I could scroll down in the album and then I found the recently deleted section. Ty
