Since your post has nothing to do with the question the OP and also the successful resolution verified by the OP, I would suggest you post a new question as it makes no sense posting here on a completely different topic.
For starters, I would also include in your new post about what refund you are attempting. Apple does not get involved with any decision a bank or credit card company makes, in fact that would be illegal and Apple only provides the information requested from your Credit Card company. While many disputes are possible through your card for fraud, the companies are well aware that purchases on your iPhone require authentication through either biometrics or your Passcode which you are responsible for. It is difficult to say a purchase was fraudulent when they know the authentication method was used.
If you feel that your credit card company is not treating you fairly and you are in the US, you can file a complaint against them with the CFPB and in most cases you will get a response in 15 days. That will give you a chance to state your case with the Federal Government and the credit card company must also provide the information they have to show that a dispute is not warranted.
