deleting photos and videos from iCloud

I deleted all photos and videos from iCloud photos, but iCloud doesn't notice it and keep messaging me that ma iCloud storage is full. How to really delete photos from iCloud?

You can manage iCloud storage Manage your iCloud storage - Apple Support or downgrade the storage plan to free 5GB Downgrade or cancel your iCloud+ plan - Apple Support
