iPad 7 gives error 4013 after auto-updating last night

After auto-updating last night, my wife’s iPad 7 won’t start up correctly, just slowly alternates between Apple logo screen and dark screen. A hard-shutdown is needed to break the ongoing boot loop. I tried numerous times to update or restore iPad using last year’s MacBook Pro and Apple cables, but I only get error 4013.

follow all steps here If you see error 9, 4005, 4013, or 4014 when you restore your iPhone, iPad, or iPod touch - Apple Support
