Stolen phone/ new phone didn’t restore cloud photos

My 13 pro max was stolen at a county fair two weeks ago, went and got a cheap iPhone for two weeks while filing claim. Just got new phone, ICloud didn’t restore the 10 years of photos just the ones takes in the two week temp phone period. I’m sure I made a mistake but how do I fix it? TIA it’s very important to me.

Sync Photos and Through iCloud:

Enable items in iCloud on the other iPhone. All will be accessible on the other device. If backed up, they will be accessible...

On the new iPhone:

  1. Go to: Settings
  2. Tap: Your Name (Top Item)
  3. Tap: iCloud
  4. Tap: Photos so that is is green
  5. Tap: Contacts so that is is green
  6. Enable: iCloud Photos
