Time Machine back up Utilities folder is empty.

I just used a new external hard drive to back up Time Machine on Ventura 13.4. My Utilities folder is empty on the Time Machine back up. Is this normal? There is plenty of space on the 1TB hard drive and no exclusions on the back up option.

Time machine no longer save the System and standard Applications and Utilities, because Macs with T2 chip and/or Apple-silcon will not allow MacOS to be restored and executed from backup. Only your added items that are not standard will be saved.


The system folder is now a separate locked, signed Volume that can not be modified. if you need a new System, including standard Applications and Utilities, you re-install MacOS from fundamental sources, not backups.
