Rearrange pop-up text menu?

When you select text on iPhone, you get a little pop-up menu of options. The first three options depend on whether or not you're in a text entry field. They also seem to vary depending on which app you're in. In Safari, the first three options are: Copy, Find Selection and Look Up. I don't even know what Find Selection and Look Up do. Unfortunately, an option I use a lot, which is Speak Text, has to be scrolled to when the phone is held in portrait mode. Is there a way to edit this menu so that Speak Text appears second in the list, next to Copy?
