what happens if I choose not to backup an app in icloud?

I want to get my icloud backup down to 5gb and not pay for icloud back, but want to know if I choose not to backup an app, does that mean that just the data is not backed up or does that mean at refresh of my phone the record of that app is not even there?

If you ever get a new phone or recover your data, that app will be wiped. However, you will still have the app if you don't back up.

Apps don’t get backed up.

Apps get re-downloaded from the store, as needed.

This works, except for cases involving old apps since updated, or since removed from the app store.

If you don’t want the app data of a particular app in iCloud, disable app access to iCloud.

Apple doesn’t re-back-up stuff already in iCloud.

Backing up to a Mac or Windows PC locally can avoid needing the space for a backup in iCloud.
