Syncing iCloud pictures

When I go into my Mac settings and go into iCloud it will not let me sync my Mac to my iCloud Photos. What could I do to change this and allow my Mac to let me sync it up?

If it’s not yielding any result reset your Mac using below link and try again with the above link.

Erase your Mac and reset it to factory settings - Apple Support (IN)
