Can I get rid of the photos on my iPad and still have them on the iCloud in order to free up space on my iPad?

Not while your iPad remains connected to iCloud Photos, a full-service syncing system. Deletions on any device propagate to the cloud and back out to other devices if any.
Have you looked into the Optimize iPad Storage option of iCloud Photos to save space on your iPad?
