Are you by any chance mirroring the internal display to that external?
You can't rotate if you are mirroring. Switch to extended display and it should offer rotation as an option - as shown in the screenshot posted by P. Phillips above.

The " Screen Rotation " on the Builtin Display of this machine ?
This may be available Only If the computer is using an External Display that is capable of Screen Rotation
If so refer to below image
That External Display does support this function
Looking at their Specification Sheet, I do not see anything specifically mentioning the Actual Monitor Display is capable to >> Physical Rotating <<
The Display of the Monitor to Physical Rotate from Landscape Mode to Portrait Mode is what I am trying to emphasis

In old times one could rotate the internal display of a mac laptop, then this capability was removed, years ago.
I don't think many people used their laptops upside down or laying on one side...
My guess is that if we were to rotate a display that is mirroring the internal that would involve rotating the internal as well.
I am using MSI pro MP243 monitor and I guess its capable for rotation (I saw atleast windows users doing that)
Don’t you see any options for rotation? Try holding down the Option key while clicking on Displays and/or when clicking on your specific display within System Settings.
When I hold option key , I just see the setting Detect Displays instead of Night Shift .
Looking at another site, quoting the Features I do not see the ability for the Screen to be Physically Rotated on its Base
