What if the phone that it is paired to is broken beyond repair and you are trying to connect it to another phone

I have a broken iPhone XS Max. My Apple Watch is paired to the broken iPhone XS Max. I ordered a iPhone 14 Plus. How can I unpair my Apple Watch from the iPhone XS Max and pair it with the iPhone 14 Plus if I can’t get into the broken beyond repair iPhone XS Max?

iPhone 6, iOS 11

Scroll down on this link and follow the directions to erase the  Watch if you don't have your phone.

After you erase the watch you can set it up as a new watch with the new phone.
