If your Apple ID (not your local user account) is locked, see BDAqua's answer.
If your Mac has the T2 Security Chip or an Apple silicon chip (M1 and later), and a wrong password is entered several times just after a reboot, your Mac might temporarily lock out your user account. To fix this, reset your login password: https://support.apple.com/en-ca/HT212190
