Deleting photos off iPhone

If I delete photos of my iPhone, will they stay in iCloud storage? Or if I turn off iCloud sync and then delete them off my phone will they stay in iCloud?

Your best bet is to use this process:--> Archive or make copies of the information you store in iCloud - Apple Support

When your media are safely stored on a computer, you can delete them (or some of them) from your iPhone or from iCloud.
