The device is iphone phone. when called it rings that means it is not off, but it is not online and the finf My app is not turned on.
How can i locate or track this device.

If Find My is off at the phone, it will not be possible to track the location of the phone. Your next question might be.....can you turn on Find My on the phone remotely.
The answer is no. You must have the phone in your hands to turn Find My on.
