Can iPhone/Ipad be turned on using passcode when touch or photo is enabled. How do you open a phone if the owner dies?

I would like to know if a iPhone or IPad can be turned on with a known passcode if the phone has face id or touch id enabled. The reason is so someone who has my passcode can turn on my phone if i die or am otherwise not available.

Yes. An iPhone can be unlocked with a Passcode even when Face ID has been enabled. When Face ID fails, the iPhone defaults to the Passcode method.

I didn't ask my question specifically enough. I can get the phone turned on, but cannot see the passwords that are stored on it. I need to be able to use the passcode, but the phone will only accept face ID or the fingerprint.
any thoughts?
Thanks.

An iPhone that does not have a Home button has Face ID, and one that has a home button has Touch ID. There is no iPhone that has both Face ID and Touch ID (fingerprint). To open Passwords if the Face ID (or Touch ID, depending on model) fails twice, it will prompt for passcode.
