So some time ago our very old Ipad died just stopped working. Now we had a bunch games on it and multiple ones that costs money (like the Goat simulator games) we also had some removed games like Angry birds race and epic. I was wondering if i went into my app store from my phone and logged into the IPads account could I download those games again? (Sorry if I choose the wrong ipad I didn’t exactly know which one it was)

You need to use the same Apple ID.
The apps that are suitable for the iPhone will then be downloaded automatically.
Check also -> Settings -> App Store -> scroll to Automatic Downloads.
App Downloads -> turn in On.
