My iPhone 10 I type it talks typing everything and more than what I say. It wont stop. Help!

My VoiceOver Is turn off, but still talking !
Did you ever find an answer? My VoiceOver is off and it is still talking outload while I'm in a meeting! Ugh! I have turned my phone off and on and that made no difference.
