I would like to reset my father's iPad

My name is Trevor G., my father Michael passed away in June. I would like to reset his Ipad. I am the executor of his will and I have his death certificate. I do not have his apple id password.

I have tried to reset the ipad but in now has an activation lock.

He no longer has an email address.
