An iPhone 6S plus can't run iOS 17.0.3, 15.7.9 is the highest that model can run.

If you are not up to version 15.7.9 -

An iPhone 6s cannot be updated past iOS 15.7.9. You came here from an article about iOS 17 and your iPhone is simply not capable of running iOS 17. If this is what you want, it's now time to retire you very old iPhone and buy a newer, more modern iPhone.

Then you do NOT own an iPhone 6s Plus. No iPhone 6s Plus EVER made, can run iOS 16. Not a single one. Even an iPhone 7 is NOT capable of being updated to iOS 16.

I have no clue what you mean by iOS mismatches and being able to make an outgoing call on your iPhone 11. If you can't make a call, you should contact your carrier for help.

No it hasn't. Maybe iOS 15.8, but not any version of iOS 16.
