Why can’t I transfer my procreate game to new ipad
replaced iPad transfer everything but procreate didn’t get transferred over

Procreate is an App, not a game. https://apps.apple.com/us/app/procreate/id425073498
You should be able to download it form the App Store directly if that is app you are referring to.
If you had an actual game called that, it may not be compatible with the new iPad, and as such would not get transferred over.
If it does not appear in the App Store anymore, its probably been removed and discontinued and would not be able to be used on the new iPad.
