"Trust this computer" does not show up

when plugged into Mac Mini iPads (9th generations) don't ask if I trust the computer. Tried updating the Mac iOS and the iPad iOS, resetting Privacy and location and also network. Nothing resolves it. Also have rebooted both the PC and the iPad.
