My photos dont load to my iCloud

IdrisSeabright is correct. You are trying to upload more photos to iCloud than you have available space. You need to upgrade your account to at least the 50GB plan, which will cost you about $12/year, then upload your photos to iCloud. Until you do, what you're trying to do won't work.

I totally agree with IdrisSeabright and lobsterghost1, at least if you want to do it you need to copy 15 GB Of photos to the Mac/PC/Tablet/SSD and remove them from the iPhone then you can take advantage of the iCloud 5GB free space

How many GB of photos are you trying to sync?
