Trying to erase all content that is on the iPad 6th gen but access is restricted and though I had purchased the storage unit of which the device was in when auctioned, I do not have any contact or information about the previous owner or from what I suspect was their kids schools iPad.

You could potentially use Apple Configurator 2 on a macOS device to do the wipe, however, it likely will immediately enroll in management again. You could find the info for who manages the device when doing this and attempt to contact them.
