Despite of correct apple id and password and trusted device phone number which i am using, unable to get verification code. however continuously pop up appears that "too many codes send" try again later. I tried after more then 8 hours again and I’m still getting this message, please advise 🙏

my sisters friend in Uk sent her iPhone 12 Pro Max I have tried to create her an account with apple but her number was rejected many times I even used my 2nd number and it was rejected
saying this number cannot receive verification code I try editing the number it says you can’t create an account now
