my iPhoto file is way to big for the internal hard drive so I have a new external drive holding the file
how do I direct my Time Machine to add that device to include it in the back up?

Open the Time Machine pane of System Preferences, click on Options, and remove it from the exclusion list. Volumes in some formats, such as FAT32, can't be backed up by it.
