I am setting up a restored iPad 7th gen and I keep getting error "Could No Set up Apple Pay" An error occurred while setting up Apple Pay.

I have taken an iPad off of a Managed Network and restored it to factory settings. How can I set up Apple Pay and also purchase from the App Store a Special Needs app?
