Photos not syncing to iPad after iOS 17.1 update

Since I updated my iPad Pro 10.5 inch to iOS 17.1, photos taken on my iPhone 15 Pro Max (also updated to iOS 17.1) do not sync to my iPad. Yes, they are both signed into the same Apple ID. Yes, I have iCloud sync turned on for both and both are connected to the same WiFi network. When I sign into iCloud on my MBP, all the photos are there. They are also in my Photos app on my computer. I have rebooted all devices and tried to sync while both the phone and iPad are plugged into power and fully charged. I have read on other forums that I am not the only one having syncing problems with the Photos app since the update. Has anyone found a solution yet or do I just have to wait until Apple sees that there is a problem and fixes it?
