I have over 4000 photos in delete folder - can I delete them all without deleting pics in albums?

No. If you delete a photo from the library it will be removed from all albums it has been added to. The albums are just referencing the photos in the library and not saving an additional copy of the image. Do not delete any photo from Recents, Imports, All Photos, or any other library album, if you want to keep it in an album you added it to.

Only the Shared Albums are keeping their own, additional copies, created especially for sharing. But these copies will usually be of a lesser quality, with some metadata stripped for privacy reasons and a smaller pixel size, so we do not flood the devices of the subscribers with too much data.

No, once a photo is deleted from the library - independent of being deleted by you or automatically, when the 29 days are up, it is no longer available for any of your albums.

If you want to keep the photos that are now in your Recently Deleted album, select them there, ctrl-click them or right-click them, and use the command to put them back, or you will lose them.
