Freezing Rows and Columns doesn't seem to work

I'm using Numbers v13.2 and my "freeze row" and "freeze column" attempts are not working. The rows/columns I want to freeze continue to scroll with the cells below/beside them even though the command is checked. Am I missing a trick to get the rows/columns to actually freeze? Many thanks, in advance, for your help!

iMac 27″, macOS 14.1

Freeze works only on Header Rows and Header Columns. Create them here:
