Language changed on Macbook instructions
The language in the instructions for Sonoma update is in the language I got my computer, even though I changed it to English. MacBook 2019, refurbished.

Fixing a Refinished Mac:
Is that Apple ID provided on the top left cornet of the screenshot you provided, YOUR Apple ID? If not, then it is assigned to the former owners Apple ID --not yours.
Request a Set Up iPhone:
If sold a refurbished device, then it may not have been erased in Disk Utility. So, take this to the reseller, and ask that there reset this to factory settings. To be blunt, its a matter of having them them backup the Mac > then install the macOS anew > and then restore your data using Migration assistant.
