Post the free EtreCheck report using the Additional Text option when posting. This will show what files are being installed on startup that are affecting all browsers.
A screenshot may be more helpful to determine what you are seeing and confirm that this is for an iPhone.
If you are using a McAfee VPN or other service offered by them, then you will need to remove the service or contact McAfee for support.
If you are not using McAfee and it is on an iPhone, then it most likely is an advertisement from a web page and not a system pop up. These messages will appear more often on sites that are less than legitimate.
