Student network blocking access to Apple Classroom

Basically the student network wifi for some reason won't allow and blocks students from connecting to Apple classroom. So in other words we can't connect students personal Apple IDs to apple classroom, we can only connect Apple IDs that are managed via Apple School Manager. This only works while using the Staff network wifi.

Can you provide any suggesting to the IT department on how to tackle this. What do you think is blocking this connecting or access?
