I have AirPort Time Capsule that the router stopped working. IsThere a way to access my backups?

Is there a way to access my backups and use the time capsule as a hard drive since the router portion no longer works!

Yes, but it will involve taking the Time Capsule to a repair shop that is willing to work on the device, pulling the hard drive from the Time Capsule and then placing the hard drive in a special caddy or enclosure so that it can function as a stand alone hard drive which will connect directly to your Mac.

Wireless operation will not be possible.

The Time Capsule is no longer supported by Apple, so an Apple service shop may or may not be willing to help on this. You may be advised to take the Time Capsule to a data restoration service, which can almost always be interpreted as an expensive process.
