Restoring clips

I was trying to redownload some of my projects while I was in the car, and it said that it could not use the cellular data, and then my phone turned black and had the power off symbol. After that when I checked clips everything was gone. I got pretty frustrated because there was years of memories and my phone would never back up to iCloud, so I’m wondering if there’s a way to ever get those videos back.
