Annotations ind pdf not being saved

For a lot of years I have been using my Apple Pencil to make comments in pdf-documents when receiving documents by e-mail.

When making my comments I have returned the document to the sender who would then receive a documents which contains my comments.

All out of nothing the comments isn’t saved in the pdf.

I am using a iPad Pro 3.gen with IOS 17.3.1.

Anyone having a solution to this problem - which for me is a huge set back in my daily work life.
