iPad keeps setting up as managed personal device through Apple Business Essentials

Hello,

I have a new in box iPad 9th generation running iOS 17.4.1 that was enrolled in Apple Business Essentials (ABE) through the Apple Configurator app. I have already updated the MDM server from Configurator to ABE and the device seems to be enrolled and setup properly through our ABE portal.

However, after resetting the device and connecting to the correct Wi-Fi network for our configuration, it wants to keep setting it up as a personal managed device instead of a company-owned device. It shows the "setup for myself or setup as parent for child" screen instead of the usual device enrollment screen.

This is the first I have encountered this issue after setting up 28 other devices over the last number of months.
